PROCEDURES & RULES FOR NEW

AND EXISTING FOOD & BEVERAGE ESTABLISHMENTS

IN THE COUNTY OF CAPE GIRARDEAU, MISSOURI

A)    PLAN REVIEW

Before a food & beverage establishment is constructed or extensively remodeled or whenever an existing structure is converted to use as a food & beverage establishment, a plan review application, properly prepared plans and specifications for such construction, remodeling or conversion shall be submitted to the Cape Girardeau County Public Health Center for review and approval before construction, remodeling or conversion is started. The plans and specifications shall indicate the proposed floor plan, equipment arrangement, mechanical plans, and construction materials of facility, and the type and the model of proposed fixed equipment and facilities.   
The Plan Review Fee is $55.00.

B)    FOOD & BEVERAGE PERMIT

Food & Beverage Establishments must possess a valid Food & Beverage Permit.  The permit should be posted in a publicly accessible part of the facility.    

Applications for a Food & Beverage Permit can be obtained at the Cape Girardeau County Public Health Center.   The Permit Fee is $120.00 per year, and is renewed annually.   The Permit Fee for new establishments opening after June is pro-rated.    Permits are non-transferable.  However, a 60 day grace period is allowed when there is a change of ownership.

A Food & Beverage Permit will be issued after:

          (1)  The building plans have been approved and the Plan Review Fee has been paid,

          (2)  The Food & Beverage Establishment has received a satisfactory inspection by the Cape Girardeau County Public Health Center,

          (3)  The Application for Food & Beverage Permit has been completed and submitted to the Public Health Center, and

          (4)  The Permit Fee has been paid.


    C) REQUIRED TRAINING FOR FOOD WORKERS & MANAGERS

All managers and food handlers employed in food establishments in Cape Girardeau County must be trained in food safety. This requirement becomes mandatory January 15, 2012.
Establishments with existing corporate training programs for employees may apply for a variance. In order to receive a variance, the corporate training program must be reviewed and approved by the Cape Girardeau Public Health Center.

The following people must possess a Basic Sanitation Food Card 
    • Shift leaders 
    • Cooks 
    • Food prep personnel 
    • Anyone who has direct contact with food items

This requirement can be met by attending the Basic Sanitation Class, a two hour program offered by the Cape Girardeau County Public Health Center. The FEE is $7.00 payable at the door. Pre- Registration is required. After completion of the Food Safety exam, Food Cards will be issued.
The following people are NOT required to obtain a Basic Sanitation Food Card 
    • Servers 
    • Bartenders 
    • Dishwashers 
    • Cleaning crews
*If any of the above positions require the employee to handle food (not including drinks), then the exemption does not apply. For example, a server who prepares salad or a bartender who cooks food would be required to obtain a food card.

The following people must be certified in an advanced food safety course such as ServSafe 
    • Managers and Assistant Managers 
    • Owner(s) involved in the day to day operation of the facility
The ServSafe Essentials Course is offered (periodically) as an advanced food safety course by the Cape Girardeau County Public Health Center. It is a two day food safety training and certificate program. A ServSafe Certificate is a basic credential required for restaurant and food managers. The Health Center’s fee for the ServSafe Course is $125.00 due the first day of class. If an individual is currently certified in an advanced food safety course, he/she may apply for a Food Manager’s Certificate . 

    D) LANGUAGE REQUIREMENT

During an inspection by the Cape Girardeau County Public Health Center, there
shall be at least one person on duty at the Food and Beverage Establishment, who
can readily communicate with both the Health Center’s staff and the employees of
the facility being inspected.
